Scholarly Statement
ʿAllāmah Abū ʿAbdullāh al-Qurṭubī (رحمه الله, d. 671 AH) said:
لا خلاف أن حلق الرأس فى الحج نسك مندوب إليه وفي غير الحج جائز
“There is no difference of opinion that shaving the head during ḥajj is a recommended rite, and outside of ḥajj, it is permissible.”

Shaving the head is mubāḥ (permissible) in general, and in the state of ḥajj, it is a recommended act of worship.
