Is It Permissible to Enter Jeddah Without Iḥrām When Intending ʿUmrah?

❖ Ruling on Entering Jeddah Without Iḥrām for One Intending ʿUmrah ❖
Question:

If someone is traveling to Saudi Arabia with the intention of performing ʿUmrah, but plans to stay in Jeddah for a few days before going to Makkah, can he pass the Mīqāt without Iḥrām? From where should he wear the Iḥrām?

❀ Clarification by Shaykh Saʿīd Mujtabā Saʿīdī ḥafiẓahullāh:


✔ Anyone who has the intention to perform ʿUmrah must not cross the Mīqāt without donning the Iḥrām.
✔ Such a person may enter Jeddah with Iḥrām already worn from the Mīqāt, stay there for rest or other needs, and then proceed to perform ʿUmrah whenever ready.


❀ Clarification by Shaykh Ikrāmullāh Wāḥidī ḥafiẓahullāh:


✔ It is not permissible for a person with the intention of ʿUmrah to pass the Mīqāt without Iḥrām.
✔ If someone has urgent matters to attend to in Jeddah first, then he has two options:


Wear Iḥrām from the Mīqāt, go to Jeddah, complete his tasks, and then proceed to Makkah to perform ʿUmrah.


② If he wishes to enter without Iḥrām, then he must abandon the intention of ʿUmrah temporarily, pass the Mīqāt without Iḥrām, finish his business in Jeddah, and then travel to the nearest Mīqāt (such as Juhfah, Yalamlam, or Ḥill) to make intention and wear Iḥrām before entering Makkah.


✔ Conclusion:​


❖ A person intending to perform ʿUmrah must wear Iḥrām before crossing the Mīqāt.
❖ If he wants to delay ʿUmrah and enter Jeddah without Iḥrām, then he must temporarily abandon the intention, enter without Iḥrām, and go to a nearby Mīqāt later to begin his ʿUmrah journey properly.
