الحمد للہ وحدہ والصلاة والسلام على من لا نبی بعدہ وعلى آلہ وأصحابہ أجمعین، أما بعد:
فإن منظمة (طلوع إسلام) والتى تصدر مجلة بإسم ”طلوع اسلام“ وتنتمى إلى إمامہا الضال (غلام أحمد پرويز)، الذى أنكر حجية الحديث الشريف، وأنكر المعجزات وعذاب القبر، وكثيرا من ضروريات الدين والحد، وحرّف فى آيات القرآن الكريم وأقوال الرسول، مما يتعلق بالصلاة والزكاة والحج والجنة والنار وغير ذلك.
ولاشك أن غلام أحمد پرويز وأتباعه ومن كان على عقائده المذكورة كفار خارجون عن ملة الاسلام، وهم فى ذلك مثل القاديانيين الكفرة.
وقد آلمنا ما بلغنا من أن هاتين الطائفتين (منظمة طلوع إسلام و القاديانيين) تقوم بأنشطة متنوعة لنشر كفرياتها فى دولة الكويت الشقيقة وغيرها من دول الخليج.
ويجب على المسئولين والعلماء أن ينتبهوا لهذا الخطر العظيم، ويعملوا للحظر على أنشطتهم حتى لا تنتشر سمومهم بين المسلمين، واللہ الهادي إلى سبيل الرشاد.

اما بعد:
The organization known as Tulu-e-Islam, which also publishes a magazine under the same name, is affiliated with its misguided leader Ghulam Ahmad Parwez. This man:
✿ Denies the authority of the noble Hadith
✿ Rejects miracles and the punishment of the grave
✿ Denies many essentials and legal limits of religion
✿ Distorts the Qur’anic verses and the Prophetic sayings related to prayer, zakat, hajj, paradise, and hell
Undoubtedly, there is no doubt that:
✿ Ghulam Ahmad Parwez and his followers who adhere to these aforementioned beliefs are disbelievers
✿ They are outside the fold of Islam
✿ This ruling applies to them just as it applies to the disbelieving Qadianis
We are deeply grieved and saddened by the fact that:
✿ Both these groups – the Parvezis and the Qadianis
✿ Are actively engaged in spreading their blasphemous beliefs in the brotherly Islamic country of Kuwait and in other Gulf states
Therefore:
✿ It is the duty of the government officials and the scholars to:
✿ Remain aware of this great fitnah
✿ Impose a complete ban on all their activities and possible operations
✿ So that their poisonous influence does not spread among the Muslims
And Allah is the Guide to the path of righteousness.
