Fatwa by: Sheikh Ibn Jibrin (may Allah preserve him)
Question:
If a woman is traveling abroad with her husband, can she keep her face uncovered? Additionally, can she shape her eyebrows to look beautiful in front of her husband?
Answer:
A woman cannot expose her face in front of strangers, whether she is inside the country or abroad. If it is possible for a woman to maintain complete hijab and modesty, she can travel abroad with her husband to protect him from committing any unlawful acts.
As for shaping or thinning the eyebrows—whether by cutting, shaving, or plucking them—this is impermissible, even with the husband's consent. Such actions do not enhance beauty; rather, they alter the creation of Allah, the Best of Creators. There are warnings associated with this practice, and those who engage in it have been cursed, which indicates its prohibition.
