(Excerpt: Fatawa Arkan al-Islam)

Question:

What is the ruling on reciting Duʿāʾ al-Qunūt in obligatory prayers? And what is the ruling on reciting it when a calamity befalls the Muslims?

Answer:

Alḥamdulillāh, and may peace and blessings be upon the Messenger of Allah.

Reciting Duʿāʾ al-Qunūt in Obligatory Prayers:
It is not established to recite Duʿāʾ al-Qunūt in the obligatory prayers; therefore, it should not be recited in them.

Following the Imam:
However, if the imam recites Qunūt, it is appropriate to recite it behind him in order to avoid dispute, as opposing the imam during prayer is disliked.

Supplication During Calamities:
If a calamity befalls the Muslims, it is permissible to supplicate to Allah ﷻ to remove that calamity, and there is no harm in doing so.

Allah knows best.
