Does Mere Contact of Private Parts Require Ghusl or Only Wudu? – Complete Islamic Ruling

If the private parts of a man and a woman touch without penetration, is wudu sufficient or is ghusl obligatory?
Alḥamdulillāh, waṣ-ṣalātu was-salāmu ʿalā Rasūlillāh, ʿammā baʿd:
ھٰذا ما عندي، والله أعلم بالصواب

Question:
If the private parts of a man and a woman touch without penetration, is wudu sufficient or is ghusl obligatory?
Answer:
Alḥamdulillāh, waṣ-ṣalātu was-salāmu ʿalā Rasūlillāh, ʿammā baʿd:
- If there is no penetration and only the private parts touch, then:
- If semen (manī) is discharged during this contact, ghusl becomes obligatory.
- If no semen is discharged, only wudu is required.
- However, if penetration occurs — meaning the private parts enter one another — then:
- Ghusl is obligatory whether semen is discharged or not.
