Question

Was it true that after the construction of the Kaʿbah, Allah commanded Prophet Ibrahim (AS) to ascend a mountain and call the people to perform Hajj, and that Allah told him: “I will convey your voice to the people, and whoever responds to your call will certainly perform Hajj”? Can this be proven from the Qur’an and Sunnah?

Answer

Al-ḥamdu lillāh, waṣ-ṣalātu wa-s-salāmu ʿalā Rasūlillāh, ammā baʿd!

Authentic Report from Ibn ʿAbbas (RA):

ʿAbdullah ibn ʿAbbas (RA) narrated:

«ابن ابراهیم علیه السلام لما امر ان یوذن فی الناس بالحج خفضت له الجبال رؤوسها ورفعت له القری فاذن فی الناس»
(Al-Tabarani, and through his chain al-Mizzi in Tahdhib al-Kamal 21/332 – Sahih. The complete chain is also found in Sunan Abi Dawud: 1885. Abu ʿAsim al-Ghunawi is trustworthy, authenticated by Ibn Maʿin.)

Translation:
Indeed, when Ibrahim (AS) was commanded to proclaim the Hajj among the people, the mountains lowered their peaks, and the towns were raised before him, so he proclaimed the call to the people.

Explanation and Verification:

✿ Supporting narrations are found in Tafsir Ibn Jarir and other works.
✿ Some of these supporting reports have been declared authentic by Imam al-Hakim and Imam al-Dhahabi.
(al-Mustadrak 2/388–389)

Clarification:

From the above reports, it is established that:
① Ibrahim (AS) was commanded to proclaim the Hajj to mankind.
② He fulfilled this divine command.

However, the popular claim that:

“Every soul heard his voice, and whoever said ‘Labbaik’ at that time will surely perform Hajj”

is not proven from the Qur’an or Sunnah.
This appears to be a fabricated statement originating from the storytelling of certain preachers, and it has no basis in authentic Islamic sources.
