Ruling on Cutting Hair in One’s Hometown After Performing Umrah

Source:
Fatāwā Arkān al-Islām

Question

If a person performs ʿUmrah and then cuts his hair after returning to his hometown, what is the ruling regarding his ʿUmrah?

Answer

Alḥamdulillāh, waṣ-ṣalātu was-salāmu ʿalā Rasūlillāh, Ammā Baʿd!

Scholarly Opinion

❀ There is no fixed place for shaving (ḥalq) or trimming (taqṣīr) the hair.
❀ Whether a person shaves or trims in Makkah al-Mukarramah or in any other location outside Makkah, it is permissible.

Condition for Exiting Ihram After ʿUmrah

❀ One exits the state of Ihram only after performing ḥalq (shaving) or taqṣīr (trimming).
❀ If the person intends to stay in Makkah after ʿUmrah, then Tawaf al-Wadaʿ will also become obligatory after shaving or trimming.

Sequence of Umrah

➊ Entering into Ihram
➋ Performing Tawaf
➌ Performing Saʿi
Ḥalq or Taqṣīr (shaving or trimming)
Tawaf al-Wadaʿ (if staying in Makkah afterward)

Important Clarification

❀ If, after completing ʿUmrah, the person intends to remain in Makkah, he should shave or trim there and then perform Tawaf al-Wadaʿ.
❀ But if he leaves Makkah immediately after Tawaf and Saʿi, then:
Tawaf al-Wadaʿ is not obligatory.
◈ It is permissible for him to shave or trim upon reaching his hometown.
◈ However, until he shaves or trims, he will remain in the state of Ihram.
