Trimming Only a Small Portion of Hair in Umrah Is Not Sufficient — Complete Trimming Is Obligatory

What is the Shariah ruling regarding a person who, during Umrah, trims hair from only a small portion of his head?
Alḥamdulillāh, waṣ-ṣalātu was-salāmu ʿalā Rasūlillāh, Ammā Baʿd!
In my view, a person who trims hair from only part of his head during Umrah has not completed the Taqsīr (trimming) properly. Therefore, it is obligatory for him to:
◈ Remove his regular clothes.
◈ Wear the Ihram garments again.
◈ Trim the hair from his entire head according to the Shariah requirement.
◈ Only after that should he exit the state of Ihram.
It is essential for every believer who intends to perform any act of worship for Allah’s pleasure to:
◈ Recognize the boundaries of that worship as revealed by Allah to His Prophet Muhammad ﷺ.
◈ Worship Allah with insight and knowledge.
Allah’s address to His Prophet ﷺ:
﴿قُل هـذِهِ سَبيلى أَدعوا إِلَى اللَّهِ عَلى بَصيرَةٍ أَنا۠ وَمَنِ اتَّبَعَنى…﴿١٠٨﴾… سورة يوسف
“Say: This is my way; I invite to Allah with clear insight — I and those who follow me…”
Just as a person would not begin traveling from Makkah to Madinah without knowing the way,
◈ Likewise, the spiritual path that leads to Allah must also be learned and understood before embarking upon it.
Taqsīr means:
◈ Trimming the hair from the entire head.
◈ Using a shaving machine is preferable, as it cuts all hair evenly.
◈ It is also permissible to use scissors,
✿ Provided that the hair of the entire head is trimmed.
This is similar to:
◈ The requirement in Wudūʾ to wipe the entire head;
◈ Likewise, in Taqsīr, trimming the hair from the entire head is obligatory.
