Is it permissible to lead Tarāwīḥ prayer after having already performed Witr?
Yes, it is permissible.
❀ Qays bin Ṭalq رحمه الله narrates:
During the month of Ramaḍān, one day Sayyidunā Ṭalq bin ʿAlī رضي الله عنه came to us. When evening came, he broke his fast with us. That night, he led us in Qiyām (Tarāwīḥ) and Witr. Later, he went to his own mosque and led his companions in prayer. Since Witr had not yet been prayed by them, he appointed someone else to lead them and said:
"Let someone else lead the Witr prayer, for I heard the Messenger of Allah ﷺ say:
❝ Lā witrāni fī laylah. ❞
‘There should be no two Witr prayers in a single night.’”
Sunan Abī Dāwūd: 1439
Sunan al-Nasā’ī: 1680
Sunan al-Tirmidhī: 470 – Chain is ḥasan
Musnad Aḥmad: 4/23 – Chain is ḥasan
This narration indicates that a person who has already prayed Witr may still lead others in Tarāwīḥ, as long as he does not repeat Witr himself.
Conclusion:
Yes, Tarāwīḥ can be prayed after Witr if needed, such as when a person leads in more than one congregation. However, Witr should not be repeated, based on the clear Prophetic statement:
"There should not be two Witrs in one night."
