Can a person sometimes shorten (qaṣr) the prayer while in a state of residence (iqāmah)?
In a state of residence, the prayer must be performed in full. Shortening the prayer is only permissible during travel or in a situation of fear. If, while in residence, a person faces fear due to the enemy, then prayer may be shortened. But without fear, in residence, prayer cannot be shortened.
✔ Hafiz Ibn ʿAbd al-Barr رحمه الله (463 AH):
“There is consensus that the prayer of residence is to be offered in full, not shortened.”

Conclusion:
Shortening the prayer (qaṣr) is strictly limited to the states of travel or fear. In residence without fear, it is obligatory to perform the prayer in full, and there is scholarly consensus on this.
