The Prophet ﷺ said to Sayyidah ‘Ā’ishah رضي الله عنها when she was menstruating:
افعلي ما يفعل الحاج غير أن لا تطوفي بالبيت حتى تغتسلي
"Do all the actions that a pilgrim does except for ṭawāf of the House, until you have performed ghusl."
(Bukhari: 305, Kitāb al-Ḥayḍ: Chapter — A Menstruating Woman Completes All Hajj Rites Except Ṭawāf of the Ka‘bah; Muslim: 1211; Ahmad: 6/245)
Note by Imām al-Ṣan‘ānī رحمه الله:
There is ijmā‘ (consensus) on this ruling.

It is possible that the reason for this prohibition is that a menstruating woman is not permitted to enter the mosque.
