إِنَّ ٱلَّذِينَ ءَامَنُوا۟ وَعَمِلُوا۟ ٱلصَّـٰلِحَـٰتِ أُو۟لَـٰٓئِكَ هُمْ خَيْرُ ٱلْبَرِيَّةِ ﴿7﴾
Verily, those who believe [in the Oneness of Allâh, and in His Messenger Muhammad صلى الله عليه وسلم) including all obligations ordered by Islâm] and do righteous good deeds, they are the best of creatures.
إِنَّ inna Indeed

ءَامَنُوا۟ āmanū believe
وَعَمِلُوا۟ waʿamilū and do
ٱلصَّـٰلِحَـٰتِ l-ṣāliḥāti righteous deeds
أُو۟لَـٰٓئِكَ ulāika those
هُمْ hum they
خَيْرُ khayru (are the) best
ٱلْبَرِيَّةِ l-bariyati (of) the creatures

7. (And) those who believed and did righteous deeds—they are the best of all creatures [9].

The Literal Meaning of ﴿برية﴾:

﴿برية﴾ is derived from ﴿برء﴾, meaning to bring something into existence from non-existence. Therefore, everything that exists is included in Bariyyah, i.e., the entire creation. The whole universe, the earth and the heavens, and other planets are all included in this. In these two verses, it is stated that disbelievers are the worst of all creation because, despite having intellect and understanding, they did not recognize the right of their Creator and Master. And the believers, who performed righteous deeds, are better than all creation—even better than the angels. This is because the angels have not been given the choice between good and evil; their obedience to Allah is compelled, not voluntary. Whereas the obedience of the believers is voluntary. The scholars say that the common believer is superior to the common angels, and the believer brought near is superior to the angels brought near, and they are the best of all creation. And he ﷺ are superior to all creation, including all the angels.
