سَلَـٰمٌ هِىَ حَتَّىٰ مَطْلَعِ ٱلْفَجْرِ ﴿5﴾
(All that night), there is Peace (and Goodness from Allâh to His believing slaves) until the appearance of dawn.
سَلَـٰمٌ salāmun Peace
هِىَ hiya it (is)
حَتَّىٰ ḥattā until
مَطْلَعِ maṭlaʿi (the) emergence
ٱلْفَجْرِ l-fajri (of) the dawn

5. (That night is) peace [4] until the break of dawn.

[4] This verse also has two meanings. One is that the angels who descend spend the entire night praying for peace and safety for those who worship Allah. The second meaning is that all the decisions made on this night are based on goodness and peace. Even if a decision is made regarding the death of an individual or the destruction of a nation, it too will be based on the welfare and safety of the people of the earth.
