سُوْرَةُ الْقَدْرِ
Surah Al-Qadr (97) — Ayah 4
تَنَزَّلُ ٱلْمَلَـٰٓئِكَةُ وَٱلرُّوحُ فِيهَا بِإِذْنِ رَبِّهِم مِّن كُلِّ أَمْرٍ ﴿4﴾

Therein descend the angels and the Rûh [Jibrîl (Gabrîl)] by Allâh’s Permission with all Decrees,

Such a great number of angels descend that the whole earth is filled with them, and by "every command" is meant the destinies of human beings, which are decided on this night. As detailed previously under the verse of Surah ad-Dukhan: ﴿فِيْهَا يُفْرَقُ كُلُّ اَمْرٍ حَكِيْمٍ﴾.
