تَنَزَّلُ ٱلْمَلَـٰٓئِكَةُ وَٱلرُّوحُ فِيهَا بِإِذْنِ رَبِّهِم مِّن كُلِّ أَمْرٍ ﴿4﴾
Therein descend the angels and the Rûh [Jibrîl (Gabrîl)] by Allâh’s Permission with all Decrees,
تَنَزَّلُ tanazzalu Descend
ٱلْمَلَـٰٓئِكَةُ l-malāikatu the Angels
وَٱلرُّوحُ wal-rūḥu and the Spirit
فِيهَا fīhā therein
بِإِذْنِ bi-idh'ni by (the) permission
رَبِّهِم rabbihim (of) their Lord
مِّن min for
كُلِّ kulli every
أَمْرٍۢ amrin affair

4. The angels and the Spirit descend therein by the permission of their Lord with every command [3].

[3] By "the Spirit" is meant Jibreel Amin, who is mentioned separately due to his high status and rank. Such a great number of angels descend that the whole earth is filled with them, and by "every command" is meant the destinies of human beings, which are decided on this night. As detailed previously under the verse of Surah ad-Dukhan: ﴿فِيْهَا يُفْرَقُ كُلُّ اَمْرٍ حَكِيْمٍ﴾.
