The hypocrites, men and women, are one from another; they enjoin (on the people) Al-Munkar (i.e. disbelief and polytheism of all kinds and all that Islâm has forbidden), and forbid (people) from Al-Ma‘rûf (i.e. Islâmic Monotheism and all that Islâm orders one to do), and they close their hands [from giving (spending in Allâh’s Cause) alms]. They have forgotten Allâh, so He has forgotten them. Verily, the hypocrites are the Fâsiqûn (rebellious, disobedient to Allâh).

67. The hypocrite men and women are all alike; they enjoin what is evil and forbid what is good [80], and they withhold their hands (from charity and good deeds) [81]. They have forgotten Allah, so He has forgotten them [82]. Surely, the hypocrites are the defiantly disobedient.
[80] The Hypocrite Commands Evil and Forbids Good:
The command of enjoining good and forbidding evil has been emphasized so much in the Book and Sunnah that some scholars have considered this duty to be an individual obligation rather than a collective one. And these hypocrites, whether men or women, all act contrary to this important duty. Whenever there is talk of something evil, a matter of disbelief and polytheism, or obstacles are being placed in the path of Islam, their hearts immediately incline towards it and they are ready to assist and cooperate in every possible way, and their hearts find satisfaction and comfort in such matters. And when something good is happening or the matter concerns the elevation of the religion, as soon as they hear such news, their hearts become extinguished. Then they become engaged in such schemes so that either the work does not start at all, and if it has started, it does not reach completion.
[81] That is, in customs, show, and unlawful acts, they spend with happiness and open-heartedness. But when there is a need for donations for jihad or any good cause, their hearts feel constricted and they do not feel like giving anything from their hands.
[82] Attributing Forgetfulness to Allah:
Allah's "forgetting" means that He has deprived these hypocrites of His grace and mercy, and instead, Allah has made them humiliated and disgraced in the eyes of all Muslims. Also, in Arabic idiom, sometimes the name of something is used for its recompense, and this is called "mushakalah," as in ﴿يُخَادِعُونَاللَّهَوَهُوَخَادِعُهُم﴾ (they deceive Allah and Allah recompenses them for their deception). Now, whatever punishments Allah has prescribed as a result of His "forgetting," this word will apply to all those punishments. As Allah has explained these punishments in the next verse, that is, by Allah's "forgetting" is meant His curse upon them and for them is an everlasting punishment.
