And Who has measured (preordainments for everything even to be blessed or wretched); and then guided (i.e. showed mankind the right as well as the wrong paths, and guided the animals to pasture).

And Who determined its destiny [3] and then guided [4].
[3] Taqdeer means estimation. Before making something, a complete plan is prepared regarding its design, form, objectives, and ultimate purpose. Then it is determined what kind of material is required for that thing, in what quantity it is needed, and what characteristics are necessary in it so that it can best fulfill the purpose for which it is made. Allah Almighty made the taqdeer (estimation) of the universe before its creation. Everything that has come into existence in the universe until now, and whatever will be created in the future, all is happening according to that taqdeer, estimation, or scheme of Allah which He has predetermined.
[4] That is, whatever thing was created for whatever purpose, the method of fulfilling that purpose was also instilled in its nature. For example, when the offspring of any milk-giving creature is born, it immediately rushes towards the mother's breasts. Then Allah Almighty has naturally taught that child the way to suck milk. In the same way, every single thing in the universe has been shown the path for which it was created. For example, Allah created the heart so that it may supply blood throughout the body, so the structure of the heart was made accordingly, and it was also taught the method of how to pump blood. Without the intention or desire of any living being, the heart continues to perform this function on its own. To the extent that one does not even feel what things are inside him and what functions they are performing. Since man holds a distinguished position among all other creatures, he has been given two types of guidance. One is instinctive, which relates to his physical life, and in this respect, he is no different from other living beings. The second is voluntary guidance, which relates to his intellect, consciousness, and morality. To highlight this second type of guidance, Allah Almighty sent His Prophets and revealed books.
