20. So what is the matter with them that they do not believe [15]?

[15] That is, various kinds of changes are occurring within their own selves. And they are witnessing many kinds of changes in the universe with their own eyes, yet still they do not become convinced that they are absolutely powerless and helpless before Allah. Whatever will happen is what Allah wills. Their own wishes or lack thereof make no difference. In any case, they will have to be presented before Allah according to His decision, and they will certainly be held accountable by Him.
