يَشْهَدُهُ ٱلْمُقَرَّبُونَ ﴿21﴾
To which bear witness those nearest (to Allâh, i.e. the angels).

21. Which is witnessed by those nearest (to Allah, the angels). [14]

[14] That is, ﴿عليين﴾ is such a lofty place that Allah’s close angels are always present there, or the souls of Allah’s close servants reside there. Or the close angels look at and read the record books of the righteous there, rejoice over them, and on the Day of Resurrection will bear witness in their favor.
