وَلَا يَحْسَبَنَّ ٱلَّذِينَ كَفَرُوا۟ سَبَقُوٓا۟ ۚ إِنَّهُمْ لَا يُعْجِزُونَ ﴿59﴾
And let not those who disbelieve think that they can outstrip (escape from the punishment). Verily, they will never be able to save themselves (from Allâh’s Punishment).

ٱلَّذِينَ alladhīna those who
كَفَرُوا۟ kafarū disbelieve
سَبَقُوٓا۟ ۚ sabaqū they can outstrip

59. And let not the disbelievers think that they will escape [61.1], for they cannot frustrate (the will of Allah).

[61۔ 1] means that the disbelievers should firmly understand that their lies, deceit, plotting and trickery, cunningness and schemes will never succeed in blocking the path of Islam. The addressees of this verse are also the Jews of Madinah and the hypocrites, who were always devising ways to overpower the Muslims and remained confidants of one another.
