Verily! The worst of (moving) living creatures with Allâh are the deaf and the dumb, who understand not (i.e. the disbelievers).

22. Surely, the worst of creatures in the sight of Allah are the deaf and dumb who do not use their reason [21].
[21] Who are the Worst of Creatures?
The subject matter of this verse has already been mentioned in Surah Al-A'raf, verse number 179. The meaning is that when a person stops using their faculties for the purpose for which they were created, then eventually those faculties cease to function. For example, eyes are meant to observe the universe of Allah Almighty, ears are meant to listen to the truth, and intellect is meant to ponder over the information provided by the eyes and ears. Now, the person who does not use these faculties and renders them useless—such people are even worse than animals. They have destroyed their God-given abilities.
