فَقَدَرْنَا فَنِعْمَ ٱلْقَـٰدِرُونَ ﴿23﴾
So We did measure; and We are the Best to measure (the things).
فَقَدَرْنَا faqadarnā So We measured
فَنِعْمَ faniʿ'ma and Best
ٱلْقَـٰدِرُونَ l-qādirūna (are We to) measure

23. Then We determined (its measure), and how excellent are We in determining [14].

[14] The estimation is that as long as the child's full faculties and limbs are not complete, the child remains in the mother's womb. And when every kind of development is complete, then after that, the child cannot remain in the womb even for a single day. The mother begins to experience labor pains, and these pains do not end until the child is delivered and comes out of her womb.
