إِنَّا نَحْنُ نَزَّلْنَا عَلَيْكَ ٱلْقُرْءَانَ تَنزِيلًا ﴿23﴾
Verily, it is We Who have sent down the Qur’ân to you (O Muhammad صلى الله عليه وسلم) by stages.

23. (O Prophet!) It is We Who have gradually revealed this Qur'an to you [27].

[27] One of the objections of the disbelievers of Makkah against you ﷺ was that you ﷺ keep composing the Quran gradually and then recite it to us. If this Quran had been revealed from Allah, it would have been sent down all at once. Without quoting this objection, its answer is being given. In this verse, Allah Almighty has used three pronouns of the plural of majesty for emphasis and further emphasis: one in "Inna," the second in "Nahnu," and the third in ﴿نَزَّلْنَا﴾. With such strong emphasis, it is stated that this Quran is not authored by the Messenger, but We alone have revealed it, and We have revealed it gradually, in which there are many wisdoms. The mention of these has already occurred at several places in the Quran.
