وَأَنَّهُۥ لَمَّا قَامَ عَبْدُ ٱللَّهِ يَدْعُوهُ كَادُوا۟ يَكُونُونَ عَلَيْهِ لِبَدًا ﴿19﴾
And when the slave of Allâh (Muhammad صلى الله عليه وسلم) stood up invoking Him (his Lord - Allâh) in prayer they (the jinn) just made round him a dense crowd as if sticking one over the other (in order to listen to the Prophet’s recitation).
وَأَنَّهُۥ wa-annahu And that
لَمَّا lammā when
قَامَ qāma stood up
عَبْدُ ʿabdu (the) slave
ٱللَّهِ l-lahi (of) Allah
يَدْعُوهُ yadʿūhu calling (upon) Him
كَادُوا۟ kādū they almost
يَكُونُونَ yakūnūna became
عَلَيْهِ ʿalayhi around him
لِبَدًۭا libadan a compacted mass

19. And when the servant of Allah (the Messenger) stood up to call upon Him (in the Ka‘bah), they almost crowded upon him aggressively [17].

Reasons Why Disbelievers Listen to the Quran:

That is, whenever you ﷺ stand to recite the Quran to the people, both Muslims and disbelievers rush towards you. Although the purpose and intention behind their gathering are completely different and opposite to each other. Muslims are seekers of guidance, so they immediately come towards you ﷺ, while the disbelievers want to create noise and commotion so that the sound of the Quran does not reach people's ears, or their intention is to stare at you ﷺ and glare at you so much that intimidate you ﷺ and stop reciting the Quran, or they come to listen in hopes of finding some point by which they can declare you ﷺ a liar or mock you.
