نَزَّاعَةً لِّلشَّوَىٰ ﴿16﴾
Taking away (burning completely) the head skin!
نَزَّاعَةًۭ nazzāʿatan A remover
لِّلشَّوَىٰ lilshawā of the skin of the head

16. Which will strip off the skins [10].

[10] ﴿شويٰ﴾ means the sides of the body: hands, feet, and those limbs where a wound does not cause death. It is said ﴿رَمَاهَ فَاَشْوَاه﴾, meaning he shot him with an arrow and it struck his sides, i.e., not on a vital organ where a wound would cause death. That is, the fire of Hell will strip the skin from their bodies. The skins will rot away, the bodies will be left bare and skinless, but this fire will not be able to end the lives of the criminals.
