سُوْرَةُ الْاَعْرَافِ
Surah Al-A'raaf (7) — Ayah 198
وَإِن تَدْعُوهُمْ إِلَى ٱلْهُدَىٰ لَا يَسْمَعُوا۟ ۖ وَتَرَىٰهُمْ يَنظُرُونَ إِلَيْكَ وَهُمْ لَا يُبْصِرُونَ ﴿198﴾

And if you call them to guidance, they hear not and you will see them looking at you, yet they see not.

Also, the addressees of this verse can be considered the polytheists and deniers themselves, who seem to see with their physical eyes, but do not see anything with the eyes of their hearts and do not use their insight for anything.
