سُوْرَةُ الْاَنْعَامِ
Surah Al-An'aam (6) — Ayah 123
وَكَذَٰلِكَ جَعَلْنَا فِى كُلِّ قَرْيَةٍ أَكَـٰبِرَ مُجْرِمِيهَا لِيَمْكُرُوا۟ فِيهَا ۖ وَمَا يَمْكُرُونَ إِلَّا بِأَنفُسِهِمْ وَمَا يَشْعُرُونَ ﴿123﴾

And thus We have set up in every town great ones of its wicked people to plot therein. But they plot not except against their ownselves, and they perceive (it) not.

123. And thus We have placed in every city its greatest criminals to plot within it [130]. But they plot only against themselves, yet they do not perceive.

The Plots of the Disbelievers Turn Back Upon Them:
That is, just as the chiefs of Quraysh in Makkah are oppressing the Muslims and plotting against them with the support of others, this matter is not limited to the chiefs of Makkah alone, but the same is the case with the chiefs of every town. They always hinder the path of truth and continue to plot and deceive, and these are the people who are the greatest criminals in the sight of Allah. They do this because the call to truth strikes a severe blow to their leadership, just as Pharaoh, after seeing the miracles of Musa ؑ, said that this is clear magic and its purpose is to seize power. Allah Almighty says, let them plot as much as they wish, in the end, they themselves will be caught in this trap, but at this time they do not understand this.
