Surah Al-An'aam (6) — Ayah 114

أَفَغَيْرَ ٱللَّهِ أَبْتَغِى حَكَمًا وَهُوَ ٱلَّذِىٓ أَنزَلَ إِلَيْكُمُ ٱلْكِتَـٰبَ مُفَصَّلًا ۚ وَٱلَّذِينَ ءَاتَيْنَـٰهُمُ ٱلْكِتَـٰبَ يَعْلَمُونَ أَنَّهُۥ مُنَزَّلٌ مِّن رَّبِّكَ بِٱلْحَقِّ ۖ فَلَا تَكُونَنَّ مِنَ ٱلْمُمْتَرِينَ ﴿114﴾
[Say (O Muhammad صلى الله عليه وسلم)] "Shall I seek a judge other than Allâh while it is He Who has sent down unto you the Book (the Qur’ân), explained in detail." Those unto whom We gave the Scripture [the Taurât (Torah) and the Injeel (Gospel)] know that it is revealed from your Lord in truth. So be not you of those who doubt.
أَفَغَيْرَ afaghayra Then is (it) other than
ٱللَّهِ l-lahi Allah
أَبْتَغِى abtaghī I seek
حَكَمًۭا ḥakaman (as) judge
وَهُوَ wahuwa while He
ٱلَّذِىٓ alladhī (is) the One Who
أَنزَلَ anzala has revealed
إِلَيْكُمُ ilaykumu to you
ٱلْكِتَـٰبَ l-kitāba the Book
مُفَصَّلًۭا ۚ mufaṣṣalan explained in detail
وَٱلَّذِينَ wa-alladhīna And those (to) whom
ءَاتَيْنَـٰهُمُ ātaynāhumu We gave them
ٱلْكِتَـٰبَ l-kitāba the Book
يَعْلَمُونَ yaʿlamūna they know
أَنَّهُۥ annahu that it
مُنَزَّلٌۭ munazzalun (is) sent down
مِّن min from
رَّبِّكَ rabbika your Lord
بِٱلْحَقِّ ۖ bil-ḥaqi in truth
فَلَا falā so (do) not
تَكُونَنَّ takūnanna be
مِنَ mina among
ٱلْمُمْتَرِينَ l-mum'tarīna the ones who doubt

114. Should I seek any judge other than Allah [118], when it is He who has sent down to you the Book in full detail? And those [119] to whom We gave the Book know that it has been sent down from your Lord in truth. So do not be among those who doubt.

Arbitration by the People of the Book?

This is the address of the Messenger of Allah ﷺ to the polytheists of Makkah, who had said that both the Jews and the Christians are People of the Book and are scholars as well, so you should accept one of them as an arbitrator among us, who will decide between us as to who is upon the truth, or who may find a way of reconciliation or compromise. The answer to their suggestion is that my judge is only Allah, Who has revealed such a Book in which all those matters of guidance have come that are in the Torah and the Gospel. In addition, it also tells what treatment these people have given to their books, which verses they have altered in wording and meaning, and which verses they are concealing. So should I, leaving Allah aside, accept such wrongdoers as my judge? This can never happen.

[119] "Those" may refer to the People of the Book as well; in that case, it would mean that you should have no doubt that the People of the Book understand well that this Book, the Quran, is revealed from Allah and is based on realities, even if they do not admit it verbally. And "those" may also refer to the Muslims, about whom there is no room for any doubt at all, that the group of the noble Companions ؓ considers the Quran to be the source of guidance, sent down from Allah, and a Book that points out the truth exactly.
