لَوْلَا يَنْهَىٰهُمُ ٱلرَّبَّـٰنِيُّونَ وَٱلْأَحْبَارُ عَن قَوْلِهِمُ ٱلْإِثْمَ وَأَكْلِهِمُ ٱلسُّحْتَ ۚ لَبِئْسَ مَا كَانُوا۟ يَصْنَعُونَ ﴿63﴾
Why do not the rabbis and the religious learned men forbid them from uttering sinful words and from eating illegal things. Evil indeed is that which they have been performing.
لَوْلَا lawlā Why (do) not

ٱلرَّبَّـٰنِيُّونَ l-rabāniyūna the Rabbis
وَٱلْأَحْبَارُ wal-aḥbāru and the religious scholars

63. Why do their rabbis and scholars not forbid them from sinful speech and from consuming what is unlawful [104]? Evil indeed is what they are doing.

[104] Previously, the moral decline of the common people among the Jews was described. Now, the condition of their elite, that is, their scholars and elders, is being mentioned: they remain silent regarding the deeds of the common people and do not fulfill their responsibility of forbidding evil (for the importance of enjoining good and forbidding evil in the Shariah, see Surah Al-Imran, verses 104 and 110). Thus, both the common people and the elite among the Jews are committing very evil deeds.
