سُوْرَةُ الْجَاثِيَةِ
Surah Al-Jaathiya (45) — Ayah 16
وَلَقَدْ ءَاتَيْنَا بَنِىٓ إِسْرَٰٓءِيلَ ٱلْكِتَـٰبَ وَٱلْحُكْمَ وَٱلنُّبُوَّةَ وَرَزَقْنَـٰهُم مِّنَ ٱلطَّيِّبَـٰتِ وَفَضَّلْنَـٰهُمْ عَلَى ٱلْعَـٰلَمِينَ ﴿16﴾
Translation by Dr. Muhammad Muhsin Khan & Dr. Taqi-ud-Din al-Hilali
And indeed We gave the Children of Israel the Scripture, and the understanding of the Scripture and its laws, and the Prophethood; and provided them with good things, and preferred them above the ‘Âlamîn (mankind and jinn of their time, during that period),

وَفَضَّلْنَـٰهُمْ
wafaḍḍalnāhum
and We preferred them
عَلَى

ٱلْعَـٰلَمِينَ

We gave the Children of Israel the Book, authority [21], and prophethood. We provided them with pure sustenance and favored them above all other peoples.

The Different Meanings of ﴿حَكَم﴾:
One meaning of ﴿حَكَم﴾ is "government," as is evident from the translation; its second meaning is "wisdom." And the concept of wisdom is very broad, which includes understanding and comprehension of religious matters and rulings, as well as the intellectual means and practical methods to implement those rulings. The third meaning of ﴿حَكَم﴾ is "judgment" and "the power of decision," that is, after hearing the statements of both parties in a case, having the ability to make a correct and just decision between them.
Allah's Favors Upon the Children of Israel:
That is, We bestowed all religious and worldly blessings upon the Children of Israel. Thousands of prophets were sent among them. Many of them were also kings. They were given the Book, the Torah, for the guidance of mankind. And they were granted abundant and pure sustenance to eat and drink. In short, in their time, by giving preference to the Children of Israel over all other nations, it was We who blessed them with Our special favors.
