Except for those on whom Allah has mercy. For He is the All-Powerful [31], the Most Merciful [32].
[31] That is, whatever decision Allah Almighty makes regarding anyone on the Day of Resurrection will certainly be enforced, and there will be no appeal against it anywhere, because He alone is dominant over all. [32] That is, while making decisions, He can show mercy to anyone, but He cannot commit injustice or excess against anyone, because this is contrary to His attribute of justice. He can, for example, forgive a guilty person, or give a lesser punishment than the crime, or reward someone far more than their deed, and in most cases, He will manifest this very attribute of mercy. Punishment will be given only to those who committed shirk, or out of arrogance rejected the call to truth, and then remained engaged in hostile activities.
