Surah Ad-Dukhaan (44) — Ayah 31
مِن فِرْعَوْنَ ۚ إِنَّهُۥ كَانَ عَالِيًا مِّنَ ٱلْمُسْرِفِينَ ﴿31﴾

From Fir‘aun (Pharaoh); verily he was arrogant and was of the Musrifûn (those who transgress beyond bound in spending and other things and commit great sins).

31. (That is,) Pharaoh [22], who was indeed a leader among the transgressors [23].
[22] That is, the very person of Pharaoh had become a living embodiment of torment for the Children of Israel, whose constant occupation was to devise ever more humiliating punishments for them.
[23] That is, there were many other transgressors as well. Among such people, Pharaoh stood out above all. His rule was the greatest and most stable of his time. His family claimed descent from the solar dynasty, and he had made himself the legal and political god of his subjects, boldly claiming such divinity. When he denied Allah’s Messenger and opposed him, O disbelievers of Makkah! you saw what became of him, and you are nothing compared to him, boasting over your petty tribal chieftaincies. If you choose the same path of rebellion as Pharaoh, then consider your own end.
