فَدَعَا رَبَّهُۥٓ أَنَّ هَـٰٓؤُلَآءِ قَوْمٌ مُّجْرِمُونَ ﴿22﴾
(But they were aggressive), so he [Mûsâ (Moses)] called upon his Lord (saying): "These are indeed the people who are Mujrimûn (disbelievers, polytheists, sinners, criminals)."
فَدَعَا fadaʿā So he called
رَبَّهُۥٓ rabbahu his Lord
أَنَّ anna That
هَـٰٓؤُلَآءِ hāulāi these
قَوْمٌۭ qawmun (are) a people
مُّجْرِمُونَ muj'rimūna criminals

The plea of Musa (AS) is similar to the pleas made by the noble Prophets when they had tried to guide their people and had become completely despondent regarding them. In other words, the time of this plea is exactly the time when Sayyiduna Musa (AS) was commanded to migrate with the Children of Israel and the believers.
