۞ وَلَقَدْ فَتَنَّا قَبْلَهُمْ قَوْمَ فِرْعَوْنَ وَجَآءَهُمْ رَسُولٌ كَرِيمٌ ﴿17﴾
And indeed We tried before them Fir‘aun’s (Pharaoh) people, when there came to them a noble Messenger [i.e. Mûsâ (Moses) عليه السلام],
۞ وَلَقَدْ walaqad And certainly
فَتَنَّا fatannā We tried
قَبْلَهُمْ qablahum before them
قَوْمَ qawma (the) people
فِرْعَوْنَ fir'ʿawna (of) Firaun
وَجَآءَهُمْ wajāahum and came to them
رَسُولٌۭ rasūlun a Messenger
كَرِيمٌ karīmun noble

17. Before them, We tested the people of Pharaoh [11]. A noble [12] messenger came to them.

The Repeated Breach of Covenants by Pharaoh’s People:

That is, they too were extremely stubborn and covenant-breaking people. Whenever a punishment would come upon them, they would plead with Sayyiduna Musa ؑ to pray to Allah to remove the punishment, promising that they would believe in him. Then, when the punishment was removed through the prayer of Sayyiduna Musa ؑ, they would become arrogant again. And they repeatedly broke their promises in this way. These disbelievers of Makkah also belong to the same category.
[12] That is, a Messenger who possessed the highest and most exalted character and conduct. The reference is to Sayyiduna Musa ؑ.
