سُوْرَةُ فُصِّلَتۡ

Surah Fussilat (41) — Ayah 19

وَيَوْمَ يُحْشَرُ أَعْدَآءُ ٱللَّهِ إِلَى ٱلنَّارِ فَهُمْ يُوزَعُونَ ﴿19﴾
And (remember) the Day that the enemies of Allâh will be gathered to the Fire, then they will be driven [(to the Fire), former ones being withheld till their later ones will join them].
وَيَوْمَ wayawma And (the) Day
يُحْشَرُ yuḥ'sharu will be gathered
أَعْدَآءُ aʿdāu (the) enemies
ٱللَّهِ l-lahi (of) Allah
إِلَى ilā to
ٱلنَّارِ l-nāri the Fire
فَهُمْ fahum then they
يُوزَعُونَ yūzaʿūna will be assembled in rows

And on the Day when the enemies of Allah will be driven towards the Fire, they will be detained [23] in groups.

[23] There can be two forms or reasons for the stopping. One is that the criminals are grouped separately according to their crimes. The second is that the earlier generations are held back until the later generations arrive, so that the earlier generations, who left behind polytheistic beliefs and customs, and which the later generations adopted as ancestral traditions, a portion of the punishment for the sins of these later generations will also be placed upon those earlier generations who had popularized those polytheistic beliefs and customs, or had established it as an evil practice.
