يَعْلَمُ خَآئِنَةَ ٱلْأَعْيُنِ وَمَا تُخْفِى ٱلصُّدُورُ ﴿19﴾
Allâh knows the fraud of the eyes, and all that the breasts conceal.
يَعْلَمُ yaʿlamu He knows
خَآئِنَةَ khāinata (the) stealthy glance
ٱلْأَعْيُنِ l-aʿyuni (the) stealthy glance
وَمَا wamā and what
تُخْفِى tukh'fī conceal
ٱلصُّدُورُ l-ṣudūru the breasts

Types of Movements of the Eyes:

There are countless movements of the eyes. Most of them are blameworthy and fall under the category of "Kha'inat al-A'yun" (the deceit of the eyes). For example, winking as a form of taunt or sarcasm, then there is the glance of mockery, and there are also silent conversations through the eyes. Sometimes, people secretly look at non-mahram women with lustful intent, hiding it from others. Allah knows all these types of gestures of the eyes, and He is also aware of the thoughts in the hearts that result in such gestures and movements of the eyes.
