28. Allah wants to lighten (the burdens of customs and restrictions) for you, for mankind was created weak [47].
[47] Consideration of Human Weaknesses in Legal Rulings:
That is, in giving these rulings, it has been taken into account that man is inherently weak, therefore, these rulings have been made with consideration for human ease and capacity. For example, since a person cannot control his desires, he has been permitted to marry up to four wives, and this has been made easy by keeping conveniences in view. Likewise, all the rulings of Shariah have been established with moderation in mind, and concessions have also been provided for the weaker members of society.
