By those (angels) who bring the Book and the Qur’ân from Allâh to mankind [Tafsir Ibn Kathîr].

3. And those who recite the Reminder (Quran) [1].
[1] Angels Standing in Rows:
All the commentators agree that in the first three verses of this Surah, by which oaths are taken, the reference is to angels, and this is also supported by the hadith narrated from Sayyiduna Jabir ؓ. He says that the Messenger of Allah ﷺ said: “You should form rows as the angels stand in rows in the presence of Allah. You should first complete the front rows and stand closely together in the rows.” [مسلم۔ کتاب الصلوٰۃ۔ باب الامر بالسکون فی الصلوٰۃ] In the first verse, the mention is of those angels who are awaiting Allah’s commands and always stand in rows in His court, and this is their worship: as soon as Allah’s command is given, they immediately carry it out. In the second verse, the mention is of those angels who are appointed over the management of the affairs of the universe, and they scold and rebuke so that Allah’s command is carried out as quickly as possible. The meaning of scolding and rebuking could also be that among this second group of angels is that group which curses and rebukes the criminals and disobedient ones. And the calamities or punishments that befall humans come through them as intermediaries. And the third group refers to those angels who themselves remain engaged in the remembrance of Allah and also become intermediaries for the spiritual nourishment or guidance of humans. They bring Allah’s command to the prophets and inspire and instill in the hearts of righteous people.
