Surah Faatir (35) — Ayah 2

مَّا يَفْتَحِ ٱللَّهُ لِلنَّاسِ مِن رَّحْمَةٍ فَلَا مُمْسِكَ لَهَا ۖ وَمَا يُمْسِكْ فَلَا مُرْسِلَ لَهُۥ مِنۢ بَعْدِهِۦ ۚ وَهُوَ ٱلْعَزِيزُ ٱلْحَكِيمُ ﴿2﴾
Whatever of mercy (i.e. of good), Allâh may grant to mankind, none can withhold it; and whatever He may withhold, none can grant it thereafter. And He is the All-Mighty, the All-Wise.
مَّا What

وَهُوَ wahuwa And He
ٱلْعَزِيزُ l-ʿazīzu (is) the All-Mighty

2. If Allah opens the doors of His mercy for people, none can withhold it; and if He withholds it, then after Him, none can release it [5]. And He is the All-Mighty, the All-Wise.

[5] The material form of mercy is rain, and its spiritual form is divine revelation. All other kinds of mercies come after these. And both of these matters are purely in the control of Allah Almighty. The deities of the polytheists have not the slightest share in them. Even if they wish to stop divine revelation, they can never do so. Nor can they, if Allah Almighty imposes famine upon the Quraysh, bring down rain to relieve their worshippers from hardship. And whatever He Himself wills, He does according to His perfect wisdom, and whatever He wants to do, He accomplishes. No one can prevent Him, because He is dominant over all.
