Surah Saba (34) — Ayah 31

وَقَالَ ٱلَّذِينَ كَفَرُوا۟ لَن نُّؤْمِنَ بِهَـٰذَا ٱلْقُرْءَانِ وَلَا بِٱلَّذِى بَيْنَ يَدَيْهِ ۗ وَلَوْ تَرَىٰٓ إِذِ ٱلظَّـٰلِمُونَ مَوْقُوفُونَ عِندَ رَبِّهِمْ يَرْجِعُ بَعْضُهُمْ إِلَىٰ بَعْضٍ ٱلْقَوْلَ يَقُولُ ٱلَّذِينَ ٱسْتُضْعِفُوا۟ لِلَّذِينَ ٱسْتَكْبَرُوا۟ لَوْلَآ أَنتُمْ لَكُنَّا مُؤْمِنِينَ ﴿31﴾
And those who disbelieve say: "We believe not in this Qur’ân nor in that which was before it." But if you could see when the Zâlimûn (polytheists and wrong-doers) will be made to stand before their Lord, how they will cast the (blaming) word one to another! Those who were deemed weak will say to those who were arrogant: "Had it not been for you, we should certainly have been believers!"
وَقَالَ waqāla And say
ٱلَّذِينَ alladhīna those who
كَفَرُوا۟ kafarū disbelieve
لَن lan Never will
نُّؤْمِنَ nu'mina we believe
بِهَـٰذَا bihādhā in this
ٱلْقُرْءَانِ l-qur'āni Quran
وَلَا walā and not
بِٱلَّذِى bi-alladhī in (that) which
بَيْنَ bayna (was) before it
يَدَيْهِ ۗ yadayhi (was) before it
وَلَوْ walaw But if
تَرَىٰٓ tarā you (could) see
إِذِ idhi when
ٱلظَّـٰلِمُونَ l-ẓālimūna the wrongdoers
مَوْقُوفُونَ mawqūfūna will be made to stand
عِندَ ʿinda before
رَبِّهِمْ rabbihim their Lord
يَرْجِعُ yarjiʿu will throw back
بَعْضُهُمْ baʿḍuhum some of them
إِلَىٰ ilā to
بَعْضٍ baʿḍin others
ٱلْقَوْلَ l-qawla the word
يَقُولُ yaqūlu Will say
ٱلَّذِينَ alladhīna those who
ٱسْتُضْعِفُوا۟ us'tuḍ'ʿifū were oppressed
لِلَّذِينَ lilladhīna to those who
ٱسْتَكْبَرُوا۟ is'takbarū were arrogant
لَوْلَآ lawlā If not
أَنتُمْ antum (for) you
لَكُنَّا lakunnā certainly we (would) have been
مُؤْمِنِينَ mu'minīna believers

And the disbelievers say, "We will never believe in this Qur'an, nor in that which came before it [46]." If only you could see the wrongdoers when they will be made to stand before their Lord, exchanging words among themselves. Those who were considered weak will say to those who were arrogant [47], "Had it not been for you, we would have been believers."

[46] That is, the polytheists of Makkah were not only deniers of the Quran, but also deniers of the previous heavenly books, such as the Torah, the Gospel, etc. The reason for their denial was that the central and fundamental themes of all these books were similar. All the books called towards monotheism and declared polytheism an unforgivable crime. Similarly, regarding the belief in the Hereafter, all the revealed books affirmed and confirmed each other. And these were the two matters over which confrontation had begun. The polytheists of Makkah were not willing to accept them at any cost. Therefore, they denied all the revealed books.

[47] In the Noble Quran, the dialogue between these two groups is mentioned in many places. One group is the obedient, that is, the weaker people who kept obeying their elders. And the other group is the obeyed, that is, the prominent people who were obeyed. Among these prominent people could be rulers, political leaders, chieftains, religious scholars, professors—that is, anyone who had superiority over common people in religious or worldly matters, and whose word was accepted. And this dialogue will take place before entering Hell. However, by that time, everyone will have known their fate.

The Dialogue Between the Obedient and the Obeyed:

The weak or obedient people will say to their elders that you were the cause of our misguidance. If you had not used us against the Prophets, we would certainly have believed in them and would not have had to face this evil end.
