Allâh already knows those among you who keep back (men) from fighting in Allâh’s Cause, and those who say to their brethren "Come here towards us," while they (themselves) come not to the battle except a little,

يَعْلَمُyaʿlamuAllah knows
ٱللَّهُl-lahuAllah knows
ٱلْمُعَوِّقِينَl-muʿawiqīnathose who hinder
مِنكُمْminkumamong you
وَٱلْقَآئِلِينَwal-qāilīnaand those who say
لِإِخْوَٰنِهِمْli-ikh'wānihimto their brothers
هَلُمَّhalummaCome
إِلَيْنَا ۖilaynāto us
وَلَاwalāand not
يَأْتُونَyatūnathey come
ٱلْبَأْسَl-basa(to) the battle

Allah knows well those among you who hinder (others from fighting) and those who say to their brothers, 'Come to us,' and they themselves hardly join in the fighting [23].
[23] That is, not only do they themselves keep thinking of excuses to avoid jihad, but they also try to persuade others to abandon the Prophet and the Muslims. They say, “Why are you caught up in this cycle of faith and truthfulness? Why have you made your life bitter for no reason?” Instead of facing hardships and dangers, choose the path of safety and comfort that we have chosen. And their own condition is such that sometimes, merely for outward formality and show, they appear in the field of action.
