وَلْتَكُن مِّنكُمْ أُمَّةٌ يَدْعُونَ إِلَى ٱلْخَيْرِ وَيَأْمُرُونَ بِٱلْمَعْرُوفِ وَيَنْهَوْنَ عَنِ ٱلْمُنكَرِ ۚ وَأُو۟لَـٰٓئِكَ هُمُ ٱلْمُفْلِحُونَ ﴿104﴾
Let there arise out of you a group of people inviting to all that is good (Islâm), enjoining Al-Ma‘rûf (i.e. Islâmic Monotheism and all that Islâm orders one to do) and forbidding Al-Munkar (polytheism and disbelief and all that Islâm has forbidden). And it is they who are the successful.
وَلْتَكُن waltakun And let there be
مِّنكُمْ minkum among you
أُمَّةٌۭ ummatun [a] people
يَدْعُونَ yadʿūna inviting
إِلَى ilā to
ٱلْخَيْرِ l-khayri the good
وَيَأْمُرُونَ wayamurūna [and] enjoining
بِٱلْمَعْرُوفِ bil-maʿrūfi the right
وَيَنْهَوْنَ wayanhawna and forbidding
عَنِ ʿani from
ٱلْمُنكَرِ ۚ l-munkari the wrong
وَأُو۟لَـٰٓئِكَ wa-ulāika and those
هُمُ humu they
ٱلْمُفْلِحُونَ l-muf'liḥūna (are) the successful ones

104. And let there be a group among you who call to goodness [95], enjoin what is right, and forbid what is wrong. And it is they who will be successful.

The Duty of Enjoining Good and Forbidding Evil:

The duty of enjoining good and forbidding evil is a very important pillar of the collective life of the Muslim Ummah; that is why it has been strongly emphasized at many places in the Book and Sunnah. When Allah Almighty mentioned the deserving ones of Khilafah on the face of the earth, after the qualities of establishing prayer and giving zakat, He mentioned thirdly this very quality of enjoining good and forbidding evil [22: 41]. For this reason, some scholars have declared this duty as fard 'ayn (an individual obligation). Their view is that every Muslim, according to his own level of knowledge and ability, can fulfill this duty, and this is absolutely correct and is supported by many authentic ahadith. However, in this verse, the group that is being mentioned refers to those people who are experts in the sciences of Shari'ah and are familiar with the etiquettes of da'wah, and it should be their very occupation in life to command people to do good deeds and to forbid them from evil deeds. Also, from ﴿وَلْتَكُنْ مِّنْكُمْ اُمَّةٌ﴾, it is understood that although enjoining good and forbidding evil is a very important duty, it is not fard 'ayn (an individual obligation).
