قَالَ لِمَنْ حَوْلَهُۥٓ أَلَا تَسْتَمِعُونَ ﴿25﴾
[Fir‘aun (Pharaoh)] said to those around: "Do you not hear (what he says)?"
قَالَ qāla He said
لِمَنْ liman to those
حَوْلَهُۥٓ ḥawlahu around him
أَلَا alā Do not
تَسْتَمِعُونَ tastamiʿūna you hear

Pharaoh said to those around him: "Do you hear (what he says) [18]?"

[18] Pharaoh now turned to his courtiers, nobles, and ministers and said: Are you hearing what this man is saying? He is saying that all the Children of Israel should be released from slavery and handed over to me, so that they may stand up against us. And at the same time, he keeps saying, "I am the messenger of the Lord of all the worlds." From Pharaoh's response, it is clear that despite his claim to divinity and his pharaonic arrogance, he had begun to feel some threat from Moses (peace be upon him) and wanted to incite his courtiers against him.
