And We shall turn to whatever deeds they (disbelievers, polytheists, sinners) did, and We shall make such deeds as scattered floating particles of dust.

23. And whatever deeds they did, We will turn to it and make it scattered dust [33].
[33] Why Will the Disbelievers Not Be Rewarded for Their Good Deeds?
The disbelievers of Makkah used to say to the Muslims that if you do some good deeds, we also do many good deeds. We take care of the pilgrims. We arrange for their water. We help them. We collect funds for the poor, the needy, and widows and give them stipends, and so on. Here, mentioning such good deeds of the disbelievers, Allah Almighty says that when We turn towards their deeds, We will make them scattered dust. The reason is that they did not do these deeds with the intention of receiving a reward for them in the Hereafter, because they did not even believe in the Hereafter. Their deeds had no foundation upon which they could stand. If they did some good deeds in the world, it was only so that people would consider them good and praise them, and this has already happened in the world. They have already received the reward for their good deeds in the world. What will they get in the Hereafter now? Allah Almighty has expressed this reality in Surah Al-Kahf as follows: ﴿فَلَانُقِيْمُلَهُمْيَوْمَالْقِيٰمَةِوَزْنًا ﴾[105:18] That is, We will not set up a scale of deeds for such people at all. The reason is that their good deeds have become like scattered dust. Now, what remains to be placed in the scale of good deeds that a scale should be set up for them?
