وَإِذَا بَلَغَ ٱلْأَطْفَـٰلُ مِنكُمُ ٱلْحُلُمَ فَلْيَسْتَـْٔذِنُوا۟ كَمَا ٱسْتَـْٔذَنَ ٱلَّذِينَ مِن قَبْلِهِمْ ۚ كَذَٰلِكَ يُبَيِّنُ ٱللَّهُ لَكُمْ ءَايَـٰتِهِۦ ۗ وَٱللَّهُ عَلِيمٌ حَكِيمٌ ﴿59﴾
And when the children among you come to puberty, then let them (also) ask for permission, as those senior to them (in age). Thus Allâh makes clear His Ayât (Commandments and legal obligations) for you. And Allâh is All-Knowing, All-Wise.
وَإِذَا wa-idhā And when
بَلَغَ balagha reach
ٱلْأَطْفَـٰلُ l-aṭfālu the children
مِنكُمُ minkumu among you
ٱلْحُلُمَ l-ḥuluma the puberty
فَلْيَسْتَـْٔذِنُوا۟ falyastadhinū then let them ask permission
كَمَا kamā as
ٱسْتَـْٔذَنَ is'tadhana asked permission
ٱلَّذِينَ alladhīna those who
مِن min (were) before them
قَبْلِهِمْ ۚ qablihim (were) before them
كَذَٰلِكَ kadhālika Thus
يُبَيِّنُ yubayyinu Allah makes clear
ٱللَّهُ l-lahu Allah makes clear
لَكُمْ lakum for you
ءَايَـٰتِهِۦ ۗ āyātihi His Verses
وَٱللَّهُ wal-lahu And Allah
عَلِيمٌ ʿalīmun (is) All-Knower
حَكِيمٌۭ ḥakīmun All-Wise

59. And when the children among you reach puberty [89], let them also ask permission as those before them asked permission. Thus Allah makes clear His commandments for you, and Allah is All-Knowing, All-Wise.

Puberty and Its Factors:

In this stage, sexual awareness and gender inclinations begin to awaken, and according to Shariah, its limit is that the child begins to experience nocturnal emission. It is difficult to determine the age of puberty in years; it is possible that a boy becomes mature at the age of eleven, and it is also possible that he does not reach maturity until the age of eighteen. There are several factors for this age of puberty; for example, in countries where the climate is hot and humid, children mature earlier, and where the climate is cold, they mature later. Similarly, children from prosperous households mature earlier, and children from impoverished households mature later. Likewise, in environments where men and women mix freely and there is indecency, children mature earlier, and children from pure environments mature later. In addition, a child's maturity also depends to some extent on his stature and health; children with weak constitutions mature relatively late. Therefore, the estimation of puberty should not be based on a child's age, but rather on his other conditions. And when their maturity becomes known, then the same restrictions regarding entering homes will apply to them as to adults, meaning that at any time, their entry into homes without permission will be prohibited.
