وَٱللَّهُ خَلَقَ كُلَّ دَآبَّةٍ مِّن مَّآءٍ ۖ فَمِنْهُم مَّن يَمْشِى عَلَىٰ بَطْنِهِۦ وَمِنْهُم مَّن يَمْشِى عَلَىٰ رِجْلَيْنِ وَمِنْهُم مَّن يَمْشِى عَلَىٰٓ أَرْبَعٍ ۚ يَخْلُقُ ٱللَّهُ مَا يَشَآءُ ۚ إِنَّ ٱللَّهَ عَلَىٰ كُلِّ شَىْءٍ قَدِيرٌ ﴿45﴾
Allâh has created every moving (living) creature from water. Of them there are some that creep on their bellies, and some that walk on two legs, and some that walk on four. Allâh creates what He wills. Verily Allâh is Able to do all things.
وَٱللَّهُ wal-lahu And Allah
خَلَقَ khalaqa created
كُلَّ kulla every
دَآبَّةٍۢ dābbatin moving creature
مِّن min from
مَّآءٍۢ ۖ māin water
فَمِنْهُم famin'hum Of them
مَّن man (is a kind) who
يَمْشِى yamshī walks
عَلَىٰ ʿalā on
بَطْنِهِۦ baṭnihi its belly
وَمِنْهُم wamin'hum and of them

رِجْلَيْنِ rij'layni two legs
وَمِنْهُم wamin'hum and of them

يَخْلُقُ yakhluqu Allah creates
ٱللَّهُ l-lahu Allah creates
مَا what
يَشَآءُ ۚ yashāu He wills
إِنَّ inna Indeed
ٱللَّهَ l-laha Allah
عَلَىٰ ʿalā on
كُلِّ kulli every
شَىْءٍۢ shayin thing
قَدِيرٌۭ qadīrun (is) All-Powerful

45. Allah has created every moving creature from water [73]. Among them are those that crawl on their bellies, some that walk on two legs, and some on four. Allah creates whatever He wills, and surely Allah is capable of all things.

The Creation of All Living Beings on Earth is from Water:

In Surah Hud, verse number 7, Allah Almighty said: "And He is the One who created the heavens and the earth in six days, and (at that time) His Throne was upon water." [11: 7] In accordance with this verse, the following hadith is related: Imran bin Husain ؓ says that some people from Yemen came to the Prophet ﷺ and asked about the creation of the universe. The Prophet ﷺ said: "(In the beginning) there was only Allah, and nothing else besides Him. His Throne was upon water. He wrote everything in the Preserved Tablet and then created the heavens and the earth." [بخاری۔ کتاب بدء الخلق۔ باب ماجاء فی قول اللہ ھو الذی یبد ألخلق۔۔]

From this verse and this hadith, it is understood that among the creations, Allah first created water. And the nature of the Throne is unknown to us, nor are we required to know it. Then, in Surah Al-Anbiya, verse number 30, He said: ﴿وَجَعَلْنَا مِنَ الْمَاءِ كُلَّ شَيْءٍ حَيٍّ [21: 30] That is, whatever contains a spark of life, We made it from water. Another meaning of this is that no living thing can survive without water. And in this verse, it is mentioned that living beings were created from water, regardless of their type—whether they are insects, those that crawl or slither on their bellies, such as snakes, chameleons, and fish, or those that walk on two legs, such as humans and birds, or on four legs, such as all cattle and wild animals. Then there are also some creatures whose legs are more than four, such as the centipede. So, the origin of all such creatures was from water, and it is with the support of water that these creatures can live. Bringing into existence all things on the face of the earth, especially living things, from water is such an act of Allah Almighty that through it, one attains the knowledge of His power over everything. It should be noted that according to Darwin's theory, the beginning of life was from algae on the seashore. From this verse, it is understood that even algae was created because of water, and in reality, the beginning of life for everything was not from algae but from water.
