وَإِذْ بَوَّأْنَا لِإِبْرَٰهِيمَ مَكَانَ ٱلْبَيْتِ أَن لَّا تُشْرِكْ بِى شَيْـًٔا وَطَهِّرْ بَيْتِىَ لِلطَّآئِفِينَ وَٱلْقَآئِمِينَ وَٱلرُّكَّعِ ٱلسُّجُودِ ﴿26﴾
And (remember) when We showed Ibrâhîm (Abraham) the site of the (Sacred) House (the Ka‘bah at Makkah) (saying): "Associate not anything (in worship) with Me, [Lâ ilâha illallâh (none has the right to be worshipped but Allâh) - Islâmic Monotheism], and sanctify My House for those who circumambulate it, and those who stand up (for prayer), and those who bow (submit themselves with humility and obedience to Allâh), and make prostration (in prayer);"
وَإِذْ wa-idh And when
بَوَّأْنَا bawwanā We assigned
لِإِبْرَٰهِيمَ li-ib'rāhīma to Ibrahim

وَٱلرُّكَّعِ wal-rukaʿi and those who bow
ٱلسُّجُودِ l-sujūdi (and) those who prostrate

26. And (remember) when We designated the site of the Sacred House for Ibrahim (Abraham) [33], (saying): "Do not associate anything with Me, and purify My House for those who perform Tawaf, and those who stand (in prayer), and those who bow and prostrate."

Sayyiduna Ibrahim (peace be upon him) built Makkah only for monotheists:

Prophet Adam (peace be upon him) was the first to build the Ka'bah. Now even its traces had disappeared from the earth. Allah Almighty sent a wind, which blew away the upper layer of soil and sand, exposing and revealing the foundations of the Ka'bah. Upon these very foundations, Prophet Ibrahim (peace be upon him), along with his son Isma'il, began the construction of the Ka'bah. And Prophet Ibrahim (peace be upon him) was instructed that the foundations of this house should be laid purely upon monotheism. No one should come here and perform any polytheistic rituals other than the worship of Allah alone. But the polytheists of Makkah, who claimed to follow the religion of Ibrahim, disobeyed this instruction to such an extent that they brought and placed three hundred and sixty idols there. Eventually, on the day of the conquest of Makkah, the Messenger of Allah ﷺ purified this house of Allah from the filth of idols.

The cleanliness of mosques does not mean only outward cleanliness, but also cleanliness from shirk:

Keeping the houses of Allah, that is, the mosques, clean and pure is so virtuous that Allah Almighty especially instructed His resolute Prophets to do this work. Cleanliness refers to outward cleanliness as well, and this has also been emphasized in the hadiths. But the real purity and cleanliness of the houses of Allah is that no one other than Allah should be invoked there, nor should the remembrance, mention, or miracles of Allah's beloved ones be continuously recited there instead of Allah.
