Surah Al-Baqara (2) — Ayah 29

هُوَ ٱلَّذِى خَلَقَ لَكُم مَّا فِى ٱلْأَرْضِ جَمِيعًا ثُمَّ ٱسْتَوَىٰٓ إِلَى ٱلسَّمَآءِ فَسَوَّىٰهُنَّ سَبْعَ سَمَـٰوَٰتٍ ۚ وَهُوَ بِكُلِّ شَىْءٍ عَلِيمٌ ﴿29﴾
He it is Who created for you all that is on earth. Then He rose over (Istawâ) towards the heaven and made them seven heavens and He is the All-Knower of everything.
هُوَ huwa He
ٱلَّذِى alladhī (is) the One Who
خَلَقَ khalaqa created
لَكُم lakum for you
مَّا what
فِى (is) in
ٱلْأَرْضِ l-arḍi the earth
جَمِيعًۭا jamīʿan all
ثُمَّ thumma Moreover
ٱسْتَوَىٰٓ is'tawā He turned
إِلَى ilā to
ٱلسَّمَآءِ l-samāi the heaven
فَسَوَّىٰهُنَّ fasawwāhunna and fashioned them
سَبْعَ sabʿa seven
سَمَـٰوَٰتٍۢ ۚ samāwātin heavens
وَهُوَ wahuwa And He
بِكُلِّ bikulli of every
شَىْءٍ shayin thing
عَلِيمٌۭ ʿalīmun (is) All-Knowing

29. He is the One Who created for you all that is on the earth. Then He turned to the heaven (i.e., the height, the vast space) and fashioned them into seven heavens [37], and He is Knowing of all things.

[37] The following points are understood from this verse: The original ruling for everything is permissibility:
1. Since Allah Almighty has created all things on the earth for the sake of mankind, therefore, man is superior to all creatures (the noblest of creation).
2. And from this phrase or part of the verse, it is also concluded that since man has the right to benefit from everything on earth, therefore, the original ruling for everything is permissibility, and only that thing will be forbidden which has been explicitly clarified by the Shari'ah.
3. The creation of the earth took place before the creation of the seven heavens.
4. The heavens are not an imaginary thing, as some modern astronomers think, but are a concrete reality, and their number is seven.
