لَّا جُنَاحَ عَلَيْكُمْ إِن طَلَّقْتُمُ ٱلنِّسَآءَ مَا لَمْ تَمَسُّوهُنَّ أَوْ تَفْرِضُوا۟ لَهُنَّ فَرِيضَةً ۚ وَمَتِّعُوهُنَّ عَلَى ٱلْمُوسِعِ قَدَرُهُۥ وَعَلَى ٱلْمُقْتِرِ قَدَرُهُۥ مَتَـٰعًۢا بِٱلْمَعْرُوفِ ۖ حَقًّا عَلَى ٱلْمُحْسِنِينَ ﴿236﴾
There is no sin on you, if you divorce women while yet you have not touched (had sexual relation with) them, nor appointed unto them their Mahr (bridal-money given by the husband to his wife at the time of marriage). But bestow on them (a suitable gift), the rich according to his means, and the poor according to his means, a gift of reasonable amount is a duty on the doers of good.

مَتَـٰعًۢا matāʿan a provision

236. There is no blame upon you if you divorce women whom you have not touched nor specified a dowry for them. But provide for them [330]—the wealthy according to his means and the poor according to his means—a reasonable provision. This is a duty upon the doers of good.

[330] That is, at the time of marriage, neither was the dowry specified nor did consummation take place, so in such a case, there is no dowry at all. However, the command to give something has been emphasized so that the harm caused to the woman by divorcing her before consummation after establishing the relationship may be compensated to some extent. Therefore, all righteous people have been urged to do so, and in this matter, one should act generously as much as possible.
