وَأَتِمُّوا۟ ٱلْحَجَّ وَٱلْعُمْرَةَ لِلَّهِ ۚ فَإِنْ أُحْصِرْتُمْ فَمَا ٱسْتَيْسَرَ مِنَ ٱلْهَدْىِ ۖ وَلَا تَحْلِقُوا۟ رُءُوسَكُمْ حَتَّىٰ يَبْلُغَ ٱلْهَدْىُ مَحِلَّهُۥ ۚ فَمَن كَانَ مِنكُم مَّرِيضًا أَوْ بِهِۦٓ أَذًى مِّن رَّأْسِهِۦ فَفِدْيَةٌ مِّن صِيَامٍ أَوْ صَدَقَةٍ أَوْ نُسُكٍ ۚ فَإِذَآ أَمِنتُمْ فَمَن تَمَتَّعَ بِٱلْعُمْرَةِ إِلَى ٱلْحَجِّ فَمَا ٱسْتَيْسَرَ مِنَ ٱلْهَدْىِ ۚ فَمَن لَّمْ يَجِدْ فَصِيَامُ ثَلَـٰثَةِ أَيَّامٍ فِى ٱلْحَجِّ وَسَبْعَةٍ إِذَا رَجَعْتُمْ ۗ تِلْكَ عَشَرَةٌ كَامِلَةٌ ۗ ذَٰلِكَ لِمَن لَّمْ يَكُنْ أَهْلُهُۥ حَاضِرِى ٱلْمَسْجِدِ ٱلْحَرَامِ ۚ وَٱتَّقُوا۟ ٱللَّهَ وَٱعْلَمُوٓا۟ أَنَّ ٱللَّهَ شَدِيدُ ٱلْعِقَابِ ﴿196﴾
And perform properly (i.e. all the ceremonies according to the ways of Prophet Muhammad صلى الله عليه وسلم), the Hajj and ‘Umrah (i.e. the pilgrimage to Makkah) for Allâh. But if you are prevented (from completing them), sacrifice a Hady (animal, i.e. a sheep, a cow, or a camel) such as you can afford, and do not shave your heads until the Hady reaches the place of sacrifice. And whosoever of you is ill or has an ailment in his scalp (necessitating shaving), he must pay a Fidyah (ransom) of either observing Saum (fasts) (three days) or giving Sadaqah (charity - feeding six poor persons) or offering sacrifice (one sheep). Then if you are in safety and whosoever performs the ‘Umrah in the months of Hajj before (performing) the Hajj, (i.e. Hajj-at-Tamattu‘ and Al-Qirân), he must slaughter a Hady such as he can afford, but if he cannot afford it, he should observe Saum (fasts) three days during the Hajj and seven days after his return (to his home), making ten days in all. This is for him whose family is not present at Al-Masjid-Al-Harâm (i.e. non-resident of Makkah). And fear Allâh much and know that Allâh is Severe in punishment.
وَأَتِمُّوا۟ wa-atimmū And complete
ٱلْحَجَّ l-ḥaja the Hajj
وَٱلْعُمْرَةَ wal-ʿum'rata and the Umrah
لِلَّهِ ۚ lillahi for Allah
فَإِنْ fa-in And if
أُحْصِرْتُمْ uḥ'ṣir'tum you are held back
فَمَا famā then (offer) whatever
ٱسْتَيْسَرَ is'taysara (can be) obtained with ease
مِنَ mina of
ٱلْهَدْىِ ۖ l-hadyi the sacrificial animal
وَلَا walā And (do) not
تَحْلِقُوا۟ taḥliqū shave
رُءُوسَكُمْ ruūsakum your heads
حَتَّىٰ ḥattā until
يَبْلُغَ yablugha reaches
ٱلْهَدْىُ l-hadyu the sacrificial animal
مَحِلَّهُۥ ۚ maḥillahu (to) its destination
فَمَن faman Then whoever
كَانَ kāna is
مِنكُم minkum among you
مَّرِيضًا marīḍan ill
أَوْ aw or
بِهِۦٓ bihi he (has)
أَذًۭى adhan an ailment
مِّن min of
رَّأْسِهِۦ rasihi his head
فَفِدْيَةٌۭ fafid'yatun then a ransom
مِّن min of
صِيَامٍ ṣiyāmin fasting
أَوْ aw or
صَدَقَةٍ ṣadaqatin charity
أَوْ aw or
نُسُكٍۢ ۚ nusukin sacrifice
فَإِذَآ fa-idhā Then when
أَمِنتُمْ amintum you are secure
فَمَن faman then whoever
تَمَتَّعَ tamattaʿa took advantage
بِٱلْعُمْرَةِ bil-ʿum'rati of the Umrah
إِلَى ilā followed
ٱلْحَجِّ l-ḥaji (by) the Hajj
فَمَا famā then (offer) whatever
ٱسْتَيْسَرَ is'taysara (can be) obtained with ease
مِنَ mina of
ٱلْهَدْىِ ۚ l-hadyi the sacrificial animal
فَمَن faman But whoever
لَّمْ lam (can) not
يَجِدْ yajid find
فَصِيَامُ faṣiyāmu then a fast
ثَلَـٰثَةِ thalāthati (of) three
أَيَّامٍۢ ayyāmin days
فِى during
ٱلْحَجِّ l-ḥaji the Hajj
وَسَبْعَةٍ wasabʿatin and seven (days)
إِذَا idhā when
رَجَعْتُمْ ۗ rajaʿtum you return
تِلْكَ til'ka This
عَشَرَةٌۭ ʿasharatun (is) ten (days)
كَامِلَةٌۭ ۗ kāmilatun in all
ذَٰلِكَ dhālika That
لِمَن liman (is) for (the one) whose
لَّمْ lam not
يَكُنْ yakun is
أَهْلُهُۥ ahluhu his family
حَاضِرِى ḥāḍirī present
ٱلْمَسْجِدِ l-masjidi (near) Al-Masjid
ٱلْحَرَامِ ۚ l-ḥarāmi Al-Haraam
وَٱتَّقُوا۟ wa-ittaqū And fear
ٱللَّهَ l-laha Allah
وَٱعْلَمُوٓا۟ wa-iʿ'lamū and know
أَنَّ anna that
ٱللَّهَ l-laha Allah
شَدِيدُ shadīdu (is) severe
ٱلْعِقَابِ l-ʿiqābi (in) retribution

196. And complete the Hajj and ‘Umrah for Allah. But if you are prevented, then offer whatever sacrificial animal is available [260], and do not shave your heads until the offering reaches its place [261]. But whoever among you is ill or has an ailment of the head [262], must offer a ransom of fasting, charity, or sacrifice. Then, when you are secure, whoever performs ‘Umrah [during the Hajj months] followed by Hajj, must offer whatever sacrificial animal is available. But if he cannot find one, then fast for three days during Hajj and seven when you return home—these are ten days in all. This is for those whose families are not present at the Sacred Mosque [263]. And fear Allah, and know that Allah is severe in punishment.

[260] It is narrated from Miswar bin Makhramahؓ that the Messenger of Allah ﷺ set out during the time of Hudaybiyyah. Budayl bin Waraqa al-Khuza'i came and said: "They (the Quraysh) will fight you and prevent you from reaching the House of Allah." The Messenger of Allah ﷺ said: "We have not come to fight; we have come to perform 'Umrah." The Messenger of Allah ﷺ said to his companions: "Stand up, offer your sacrifice, and shave your heads." Then he ﷺ slaughtered his sacrifice. Then he called the barber, who shaved his ﷺ head. [بخاري۔ كتاب الشروط، باب الشروط فى الجهاد و المصالحة مع اهل الحرب] 2. Duba'ah says: I asked the Messenger of Allah ﷺ: "O Messenger of Allah! I intend to perform Hajj, but I am ill. What should I do in such a situation?" He replied: "Perform Hajj and make a condition (with Allah): 'O Allah, I will exit Ihram at the place where You restrain me.'" [مسلم۔ كتاب الحج، باب جواز اشتراط المحرم التحلل بعذر المرض و نحوه]

The Situations of Ihsar and the Ransom of Ihsar:

For example, if a person has donned the Ihram for Hajj or 'Umrah, it becomes obligatory for him to complete it, and if due to some compulsion he is unable to perform Hajj, he must still offer a sacrifice. He should send the sacrifice through someone else or instruct someone to offer the sacrifice on his behalf at the appropriate time, and until he is certain that his sacrifice has been offered, he should not shave his head. Such a sacrifice is called "Dam Ihsar," which becomes obligatory due to being prevented from Hajj or 'Umrah.

[262] Ka'b bin 'Ujrahؓ says: We were with the Messenger of Allah ﷺ at Hudaybiyyah and were in the state of Ihram, but the polytheists prevented us from performing 'Umrah. My hair was long and lice were falling onto my face. The Messenger of Allah ﷺ passed by me and said: "Are the lice of your head causing you trouble?" I replied: "Yes." Then this verse was revealed:
﴿ فَمَنْ كَانَ مِنْكُمْ مَّرِيْضًا اَوْ بِهٖٓ اَذًي مِّنْ رَّاْسِهٖ﴾
Then he said to me: "Shave your head, fast for three days, or feed six needy people, or offer a sacrifice." [بخاري، كتاب المغازي، باب غزوه حديبيه لقوله تعالىٰ لقد رضي الله..... الآية، مسلم۔ كتاب الحج۔ باب جواز حلق الراس للمحرم اذا كان به اذي .....الخ]
2. The Messenger of Allah ﷺ said: "Whoever does not find a sacrifice should fast three days during Hajj and seven when he returns home." [مسلم، كتاب الحج، باب وجوب الدم على المتمتّع]

Precedence and Delay in the Rites of Hajj:

Hazrat Abdullah bin 'Amr bin al-'Asؓ says: During the Farewell Hajj, you stayed in Mina so that people could ask you (about the rites of Hajj). A man came to you and said: "I forgot and shaved my head before offering the sacrifice." He ﷺ said: "Now offer the sacrifice, there is no harm." Then another man came and said: "I forgot and offered the sacrifice before stoning the Jamarat." He ﷺ said: "Now stone the Jamarat, there is no harm." In short, whatever act anyone did out of order, when asked, you ﷺ said: "Now do it, there is no harm."
